<p>I see, that explains a (now out of date) comment in some of the
Tops-20 source noting that VMS didn't have the DST functionality;
it's from 1989.</p>
<p>I had imagined that VMS had finally gotten it, but had idly
wondered why the comment was never changed.<br>
