<P>A biologist who has worked with environmental groups for more than a
decade will lead science policy at the Fish and Wildlife Service, the
agency announced today.</P>
<P>Gabriela Chavarria, most recently head of Natural Resources Defense
Council's science center, will serve as science adviser to the director
of the Fish and Wildlife Service. The position is not a political post
and is not subject to Senate confirmation.</P>
<P>An expert in pollinators, Chavarria obtained her doctorate in biology
in 1996 from Harvard University, where she was the protégé of famed
ecologist Edward Wilson. In a statement, Wilson said the service is
"incredibly lucky" to gain Chavarria, who will "add a new level of
scientific expertise and credibility to the agency."</P>
<P>In her new post, Chavarria will give scientific counsel on policy and
management to the Fish and Wildlife Service director.</P>
<P>Specifically, she is tasked with helping lead agency efforts to
consider climate change at a landscape scale, bridging the work of
service biologists with efforts from the U.S. Geological Survey and
scientific organizations and helping the agency acquire and communicate
good scientific information, according to FWS.</P>
<P>Environmentalists applauded the appointment. John Kostyack, who works
on endangered species issues for the National Wildlife Federation and
has worked with Chavarria, said her biggest challenge will be trying to
integrate climate change science across all of the agency's work,
especially on species conservation.</P>
<P>"It will require the service to really change the paradigm," Kostyack
said. "Conservation has been based on historical data, looking at how
things have gone in the past and projecting forward; in a rapidly
changing climate, you can't rely on past trends for how things are going
in the future."</P>
<P>Bill Snape of the Center for Biological Diversity also praised the
pick, but noted that Chavarria alone will not be able to change the
policy at the agency -- which his group has been critical of for
dragging its feet on endangered species listings and not listening to
scientific advice on all decisions.</P>
<P>"She is a good scientist and clearly understands the issues, but her
good science needs to be attached to a policy direction," Snape
said.</P>
<P>During the George W. Bush administration, Dan Ashe was the science
adviser. Ashe was moved to serve as deputy director for policy for the
Obama administration, leaving the science post vacant.</P>
<P>Before his stint as science adviser, Ashe had served as director of
the National Wildlife Refuge System and had worked for Democrats on
Capitol Hill in the 1980s.</P>
<P>Chavarria has worked on science policy in Washington for
environmental groups for years, serving at Defenders of Wildlife and the
National Wildlife Federation prior to NRDC. She also directed special
programs at the National Fish and Wildlife Foundation in Washington,
D.C.</P>
<P>The Obama administration has yet to name a long-term Fish and
Wildlife Service chief since former chief Sam Hamilton died in February.
Rowan Gould, previously the deputy, is currently serving as the acting
director.</P>
<P>At Defenders, Chavarria focused on invasive species and regulations
for the global trade and migration of plans and animals. At NRDC,
Chavarria oversaw the environment group's rotating band of scientific
experts, who provide input on fisheries management, agriculture policy,
climate change and endangered species.</P>
<P>In an interview with NRDC in 2007, Chavarria said a childhood
fascination with bugs inspired her to become a scientist. She developed
an insect collection in glass jars that were stacked in a medicine
cabinet.</P>
<P>Born and raised in Mexico City, Chavarria obtained her bachelor's
degree in biology from the National University of Mexico and her
master's and doctorate in organismic and evolutionary biology from
Harvard University. Her research focused on neotropical
bumblebees.</P></DIV>
