[HECnet] SMTP gateways to HECnet?

MAILBus 400, X.500 and possibly FTAM and VT, too. I realise this would imply
a separate Phase V network for that stuff, but wonder if we could g/w
MAIL-11 to/from HECnet? It's all a bit hazy as it's years since I worked on
this stuff, but remember there was a Message Router to X.400 gateway on
VAX/VMS only.
