And perhaps you need to change the actual time on the system:
$ set time="28-AUG-2011"
$ set time="21:36"

Then you may also do the following:

$ @SYS$MANAGER:TCPIP$DEFINE_COMMANDS
$ NTPDATE <ntp.server.of.your.choice>
