You should use a dedicated NIC for E11/Linux, or try to set filter in `assign command':

assign xe: eth0 0x6002 0x6003 0x6004

Okay, grabbed a second NIC for that system, I think i'll leave it for experimentation virtual machines.
I moved the RSTS/E VM and the RSX-11M+ VM to a linux VM, and DECnet works perfectly now.
