having an IP on the 44. amateur reserved net).   I experimented with this
years ago, but there was no one around my area to test with.

Wouldn't latency be an issue?

  I think it could be handled.   Thinking of all the slow links DECnet
was used with in its early days, I'd be surprised if it didn't handle
them well.
