For what it's worth, both of the addresses I previously identified fell,
according to the RTPAD.MAP, in the CODE and DATA PSECTs of module RSTSRT.

This module:

	.TITLE	RSTSRT	RSTS/E Remote Terminal 

So, it makes come sense.
