Yes, just try it on one node, the one that is not responding:
Mc ncp Def exec type endnode
Mc ncp set exec state shut
@sys$manager:startnet

Ps 1
You can return to an area router by replacing step 1 with:
Mc ncp Def exec type area
And proceed with steps 2 and 3

Ps2
Both nodes have licenses for DECnet installed?
