[HECnet] Hard and soft links in VMS 8,3 AXP?

So I'm trying this:

SOLAR$ set file/enter="decnet.dir" sys$specific:[000000]decnet.dir
%SET-F-ENTERR, error entering SYS$SPECIFIC:[000000]DECNET.DIR;2 as "decnet.dir"
-RMS-F-FNM, error in file name

How do I make a link from SYS$SPECIFIC:[DECNET} to [.DECNET}?
