[HECnet] User mode DECnet for Linux

Well, no, not as I understand it...

The DECNET for Linux guys stopped working on the code a while back, the kernel devs then dropped the code as well and none of it is maintained.

I think the latest version of Ubuntu Server that it runs on is like 12.04, which is ANCIENT.
