[HECnet] DECnet-Plus

I'm running it at home, in a Phase IV compatible configuration,  but I 
haven't yet connected to HECNET.  I was hoping to make an area router 
and tunnel via TCP/IP to some friendly node.  I'm not really very fluent 
with it but maybe we can both learn something...
