And to just point that out again. In RSX, I can set the area routing 
cost separate from the level 1 routing cost, and I have set the area 
routing cost for ethernet to 7 now. (While level one cost is 3.)

However, I suspect that for most areas, setting the cost higher on the 
ethernet circuit don't make much of a difference inside the area. If you 
have several links between nodes inside the area, then you might want to 
look at the cost of those links relative to each other, but this is a 
separate issue than the links and costs for the area routing.
