I do not remember all the gory details, and above all none of them when
spealing about DECnet/Plus, but basically (if I'm not wrong) MONI CLU starts
a process on other nodes in order to collect from them the data it needs.

It seems that for some reason that process on RODNEL does not exists, or
does not start, or does not answer. A quick Google search turns out that the
process should be VPM$SERVER (VPM = Virtual Performance Monitor)...
