[HECnet] Why does MIM not list 23.1023 as a known node?

"Known nodes" is a tricky thing. It might also be different for 
different OSes.
In RSX, when you request known nodes, you get the ones which have a 
name, and the ones for which there are counters registered.
So, yes, under some circumstances, you will also see nodes without 
names. But it will have to be nodes that have directly communicated with 
Mim, in this case. So if 23.1023 were to communicate with Mim itself 
(not routing for someone else), then it would then pop up in the known 
nodes list.
