[HECnet] Multinet 5.5 issues on VMS 7.3 (VAX) under SIMH

Keith,
I pasted your NTP.CONF file in and got the exact same crash as you. Then
I tried the generic NIST servers
(time-a-g.nist.gov,time-b-g.nist.gov,time-c-g.nist.gov,time-d-g.nist.gov)
and also got the same crash. BUT the following works - can you try it?
If it works, my guess is Multinet's NTPD has a problem with servers that
forward to other servers but are not pool servers. Weird, I didn't
expect this.
