[HECnet] Fortran-77 on RSTS/E V10.1

Well, the manual is for Fortran-77 on all -11 OS's, including VAX-11 RSX.

The instructions for installing the Auto-Install script are in the RSTS 
section of the installation manual, and on RSTS, the AUTOIN$: logical is 
present, pointing to the [0,80] account.
