[HECnet] Fortran-77 on RSTS/E V10.1

In RSTS, the patches for layered products are also in the OS 
distribution. The installer picks up the patches after the installation 
proper.
So whatever was available for F77 V5.4 in '92 when the RSTS 10.1 tape 
was issued, is effectively installed on PIRSTS:: now
