[HECnet] Intermittent Connection with PyDECnet?

I can't quite remember how that works, at least not for Tops-20.

I don't see where I would set an id and password in 7-1-CONFIG or in NCP.

I dimly remember some kind of functionality for this for our DN200, but 
that might have been for the NURD connection it was building.
