Yes, it's confusing.  I think it goes like this:

RSTS	DECnet
6C	1.0
7.0	1.1
7.2	2.0
9.0	2.1
9.3	4.0
??	4.1

Not sure when 1.1 kicks in, or if both work with 6C through 7.1.  Don't know either when 4.1 replaces 4.0 or if it's required.
