[HECnet] Reading RT11 files under Windows or Linux

My fsio utility in the simtools repository (<https://github.com/simh/simtools <https://github.com/simh/simtools>>) knows how to read/write RX01/02 and RL01/2 RT11 disk images. I’ve only tested it on Linux, FreeBSD and MacOS. It should be pretty easy to add TU58 support if you have a suitable example image.
