[HECnet] Wanted: details on "system specific" NICE messages

Progress -- I found a pile of info in the RSTS NCP sources, of all places.  And this actually makes sense, because those were originally created from the RSX NCP as it was around 1980.  It even shows some DECnet/RT code points (but no VMS ones).
