[HECnet] Disallow login on DZ line in VMS

Hi Mark,

On VMS, disable typeahead and a few other settings.

I have a couple of DECserver 200 serial ports connected to an X-10 controller and home weather station. Here's the SET TERM command from the startup command file for the weather station monitor process:

$   SET TERM 'dev_name' /PERM/SPEED=1200/OVERSTRIKE/NOECHO -
                        /NOWRAP/NOBROADCAST/NOBRDCSTMBX -
                        /NOLINE_EDITING/NOTYPE_AHEAD/NOSCOPE -
                        /NOINTERACTIVE/ALTYPEAHD
