It should be doable with a subset that is sortof not RMS. After all, 
Ultrix have DAP, for example. (As does Linux.)
RSX can be built with a DAP that don't use RMS, and you just get 
whatever functionality is offered by FCS, which is just a subset as well.

But I suspect it's still very non-trivial. :-)
