[HECnet] PSTHRU.EXE poor-man routing object 123 for VMS on VAX

The only specification I saw was a 2 page email from someone on STAR:: I think. Both RSX and Ultrix provided an (unsupported?) library routine to connect directly or via PMR depending on the supplied connection string. I don’t remember either system including an actual executable for PMR.
