[HECnet] Central nodename database lookup tool

No corruption. I just haven't bothered putting any data in with more 
precision. :-)

Basically, for almost all data, I've just taken the lat/long of the 
city, with about 6 digits of precision.

Not sure if we really want to have that much more precision on it...
