[HECnet] RSTS/E started emitting "?EVTLOG (BLDNIC) -- %Integer error" messages

Paul's updates are on DINGO:: (35.619) and GALAH:: (35.654) - a pair of
Raspberry Pi 3B 's that I have running RSTS/E 24x7.

They'e in the default DECnet accout [254,1] so you should be able to do a
(e.g.)

$ DIR DINGO::

to see them.
