[HECnet] RSTS/E started emitting "?EVTLOG (BLDNIC) -- %Integer error" messages

Maybe helpful to someone, the latest node database can now be synced up 
on RSTS/E using RST101::DEFNOD.CMD

RST101 is at 31.28
