[HECnet] RSTS/E started emitting "?EVTLOG (BLDNIC) -- %Integer error" messages

Ah... This is a classic.

The problem is that DECnet/E don't have proxy support, and RSX don't 
have a default DECnet account support.

NICE is allowed to be run without authentication, but file access is not.

The simplest solution here is to provide a user then.
MIM"GUEST GUEST"::HECNET:FIX.RST
