[HECnet] DEfining HECnet node names on TOPS-10

It doesn't have to do with Thomas since about a year.  I fixed the DEC 
SETNOD and the problem doesn't happen in my rewrite.

It has to do with the rest of the Tops-20 folks, should they ever decide 
to update their node tables.
