[HECnet] A2RTR downtime

I did the same thing with a cast-off IBM X3350 series system. Worked 
fine, but the box sucked so much power, that it now spends most of its 
time powered down.  For it's time, it was plenty fast and a great 
platform to run Tops-20 on.
