[HECnet] DECnet/Python

X.25 was available for many DECnets, but it seem DEC usually sold it as 
a separate addon. While I have all parts of DECnet for RSX, I do not 
have the X.25 stuff. It was on a separate distribution, compared to the 
rest of the pieces, it seems.
