[HECnet] Pathworks-32 on Windows-10 32-bit

A few weeks ago someone mentioned Pathworks-32 works on Windows-10 
32-bit. I have been trying to get PW32-v7.4 to work. So far, bcdedit to 
turn driver signing off, enabling Developer mode and installing 
Pathworks-32 in with Windows XP 32-bit compatibility did not work. 
According to the System Event log, the DECDNP service fails to start 
because "a device attached to the system is not functioning."

Is there a known workaround / hack / crack to get it to work? Does 
anyone have a working 32-bit Windows-10 with PW32?
