[Pollinator] For the listserve: Pollinator Garden question

Hello everyone,

I am building a native pollinator garden at a high school in Toronto.

The soil is extremely compact and also very, very moist (we have had lots of
rain this year).

I'm looking for suggestions for dealing with the soil.

Should I till it or do lasagna gardening?

If I till it, should I add compost? Do native plants need fertilizers?
