I think the nursery is probably referring to phytosanitary requirements that restrict shipment of plants with certain insect pests, in order to prevent the spread of the pests from one state to another. Each state has its own rules, and the original message does not mention the state the nursery is in, nor where the plants would be shipped.

I am not aware of any law that requires application of pesticides to plants before distribution. There are organic nurseries, and I don?t think they operate outside the law. Please find our listings here.
Both Home Depot and Lowes have pledged to stop carrying neonic treated plants by the end of this year. True Value announced in 2016 that they would no longer carry products containing neonicotinoids by the spring of this year. There is still work to be done, but the retail market is moving away from neonics (though not as quickly as we would like).

My recommendation: support an organic nursery and to let Nature Hills know why you did not patronize them.
