Perhaps. Run @sys$manager:tcpip$configure 
Select server options, the last one ought to be xdm. Its state must be enabled, it is probably disabled or stopped. Once you disable a service all files get deleted. 
This all off the top of memoryn I have no access to my own systems now so i can't check all this.

I looked and the directory wasn't there - let me confirm this tonight when I've got access to the machine again.

It's running TCP/IP Services 5.1 - could this be an issue?

It ought to have a couple of .TXT files in it. These are installed with the filetype .TEMPLATE. Rename them to .TXT. Either access.txt or server.txt must be modified to allow xdm servers to connect. Just look into each of them and near the bottom of the file you'll find a comment to that effect.

Which reminds me - anyone have any tips on how to get remote XDM going on OpenVMS VAX 7.3? I can't find the setup files.

Basically, I want to point an XDM client on the laptop at the XDM server on the SIMH machine and get a graphical session that way.
