Do you know what file that logical is defined in?   Can I have an original
copy
of that file?

On this machine, I have:

$ show logical sys$announce
  "SYS$ANNOUNCE" = "@SYS$MANAGER:ANNOUNCE.TXT"
(LNM$SYSTEM_TABLE)
