What does    DC=No    mean?

I think that is if it supports the CRC extension to DAP. It should either stand for DAP CRC, or Data Check. Pick one. :-)

And I guess RSTS/E do not support that. 


Correct.   There is a symbol for that flag in the code, but nothing references it.
