[HECnet] New system online

I could certainly add various bits of information, but it might become a 
bit unwieldy to manage that information locally.

In the past there was the suggestion that people have an INFO.TXT in the 
default account for DECnet. Any such file will be displayed by another 
page I have on MIM.

There have also been suggestions for standardizing the format of that 
file. I don't think my example might be following any such standards, 
and I'm not sure how important/useful that could be.

But I think it's a better system for giving random information about 
nodes than the nodename database, as there can be all kind of odd 
information you can put there.
