[HECnet] Multinet connection in UK

Also worth pointing out that having multiple Multinet connections don't 
hurt. It adds redundancy, which means resilience. Just set costs that 
favor the link you think is the "best" (and further discussions on link 
costs will be ignored by me, as we have never been able to agree on what 
costs should reflect, and how, in HECnet :-) ).
