[HECnet] Tops-20 ANONYMOUS FAL Preliminary Testing Results/DAP Query

I can at least say that most of DECnet in RSX is written in Macro-11.

The only things written in Bliss, that I have found is PHONE, and the 
P/OS network management code.
PHONE is shared with RSX-11M-PLUS, but the P/OS Network Management is 
P/OS only. RSX have a different implementation.
