Excellent.

Clarification: "set system" reloads the current settings from the permanent (set via "define" command).  But some settings are handled at system startup.  The selection of end node vs. routing node is one of those.

So if you change max circuits from 1 to not-1 -- which changes from endnode to routing node -- you need to restart the system for that to take effect.
