[HECnet] MACRO-11 cross assembler for VMS

  There was a PDP-11 cross assembler for TOPS-10 called MACY11.  I used it a
lot at one time, but I don't remember if it was MACRO-11 compatible.
Probably not quite.  Don't know if exists under TOPS-20, but it certainly
would have run under PA1050.
