Don't forget that a process can also allocate a device for exclusive access, long before it has opened a channel to it. That also  removes it from JOB_CONTROL's influence.

That function appears to also exist VMS, but may be under-documented.

Thanks for the hints, everybody. Now I hope I can make note of this someplace where I'll find it again when I have a concrete application to implement.
