   LMF didn't appear in VMS until v5.0.  Is there some other licensing 
scheme for pre-VMS-5 DECnet that I'm unaware of?  I certainly don't 
remember any.  Lacking that, are you certain the DECnet package you're 
trying to get running is compatible with VMS 3.0?
