Don't know if this helps but there's software in the AG-PJ4YV-XE - OpenVMS VAX Software Product Library - November 1994 - Disc 4 archive which can be found here: http://www.vaxhaven.com/CD_Image_Archive .

I just checked the index - it's listed as DS9A011 for DECServer 90TL.
