[HECnet] RSTS/E started emitting "?EVTLOG (BLDNIC) -- %Integer error" messages

The Juliian half day uptime is held in a 16 bit field, which is perhaps 
the size of %integer.  If you overflow that, then these complaints would 
be the result.
