[HECnet] req for assistance: is snmp blocked for some / all ? does it work?

  I can assist with this, from the "real Internet".  Static addresssing, real hardware, UPSes, commercial facility, the works.  The only thing we don't have here that is like to have is an AS number and redundant upstreams.
