[HECnet] dec repeater 90ts

It seems that the PSUs often fail, test it with a multimeter. If it is the
PSU, here are my notes on how to make your own mini-DIN PSU connector for a
90M:

Pin        Output
-------------------
1        +5V
2        GND
3        +5V
4        GND
5        +5V
6        N/C
7        GND
Shield    Tied to chassis ground
