[HECnet] Multinet Mail

New issue. I am working to setup my (Oscar) PiDP-11 on HECNet (Decnet).
The docs say that I need to run MNC to setup the links for DECNet, but I
can't find that application anywhere. I am assuming that, for the
PiDP-11, NETGEN and IPNET have been completed. I just need to configure
my circuits and make sure the PiDP-11 has the correct area.node.
RSX-11M+ newbie, so sorry if I am missing something basic.
